Title:    Community and Private Sector Participation Specialist (CPSPS)
Reports to:    Component Team Leader
Location:    Tetra Tech Communities Thrive Ramallah Office 

BACKGROUND
The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance.  

ROLES AND RESPONSIBILITIES
In close coordination with program colleagues, the Community and Private Sector Participation Specialist (CPSPS) will play a leading role in the efforts to support the targeted 55 LGUs in establishing sustainable and institutionalized partnerships with different Community organizations and Private Sector firms  to promote building trust and establishing mutually beneficial partnerships. 
S/he will report to the Director of Democratic Governance. The position is based in the Ramallah office, with travel as needed within the West Bank. 

MAIN RESPONSIBILITIES AND TASKS:

Technical Support

-    Work with LGUs, community members, Civil Society Organizations (CSOs) and private sector firms to identify, develop and deliver engagement activities based on public private partnership approach, including social responsibility initiatives by the leading private companies.
-    Providing technical support including mentoring and coaching for and training to set up and institutionalize sustainable partnerships between the 55 targeted LGUs and representatives of private sector and CSOs.; 
-    Conduct outreach to potential private sector partners aimed at building partnerships to promote youth and women’s leadership development, in alignment with the project inclusivity strategy;
-    Support the structuring of public private partnerships to ensure they have clearly-defined, mutually-beneficial goals that are aligned with the project’s strategic objectives
-    Build and maintain relationships with relevant stakeholders such as other USAID-funded projects, business associations, CSOs, government representatives, etc.
-    Provide high-quality written technical inputs to the project team’s strategic plan, workplan, and quarterly and annual reports covering all activities involving private sector outreach and the development of partnerships to promote effective engagement of women, youth and people with disability ;
-    Help develop a system for monitoring, evaluating, and reporting the effectiveness of these partnerships, in collaboration with project M&E team;
-    In coordination with other colleagues, manage day-to-day liaison activities as needed and maintain relationships with Palestinian counterparts and implementing partners as related to, community, CSOs and private sector engagement in local government; and
-    Lend expertise to quality assurance and quality control of related technical activities.

Quality Assurance and Reporting

-    Ensure that relevant technical elements of the work plans are being successfully implemented;
-    Ensure subcontractor recipients meet their technical deliverables in close coordination with the Component Team Leader and other colleagues;
-    Provide inputs for the drafting of the project monthly and quarterly reports for USAID, as well as drafting other project updates and workplans as requested by the direct supervisor, the COP or DCOP;  
-    Support the component team leader in ensuring that USAID and Tetra Tech rules and regulations are followed and that contract deliverable requirements are met; and 
-    Provide support to Monitoring and evaluation team. 

Other

-    Contribute to team effort by undertaking additional tasks and responsibilities as requested.

The current job description will be periodically revisited as needed to reflect current realities and project needs.  Amendments can be added to that effect.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

-At least 5 years of experience preferably in facilitating partnerships with private, public and civil society; 
-Demonstrated ability to interact regularly and professionally with LGUs, private sector and CSOs counterparts on policy and other strategic planning issues;
-Bachelor degree in Business Administration, Marketing  MIS, Engineering or related field; A Master degree  is preferred. 
-Strong communication and interpersonal skills, ability to work with all levels and functions within the project;
-Strong experience and knowledge of the Palestinian local government and private sectors; 
-Demonstrated experience in training, mentoring or coaching is highly desirable. 
-Experience on USAID-funded projects is highly preferred; 
-Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information; and
-Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word; and Fluent in Arabic, excellent English speaking and writing skills.
